On June 6, 1996, Jinan City Cooperation Bank was formed upon the unification of 16 urban credit cooperatives and 1 urban credit cooperatives union then existing in Jinan. On June 6, 1998, the Bank was renamed as Jinan City Commercial Bank Co., Ltd, Jinan Commercial Bank for short. On September 8, 2004, the Bank successfully achieved strategic cooperation with Commonwealth Bank of Australia. On March 19, 2008, Liaocheng Branch, its first branch outside Jinan, was open. On November 30, 2008, Tianjin Branch, its first branch, outside Shandong Province came into operation. On June 6, 2009, the Bank, approved by China Banking Regulatory Commission, officially changed its name to Qilu Bank Co., Ltd., Qilu Bank for short. As at the end of December 2008, the Bank owned 69 branches and sub-branches (inclusive of one banking department attached to the Head Office), employed 1,641 full-time staff, and had a total asset of RMB49,545 million, deposit balances totaling RMB44,442 million, and a loan balance totaling RMB28,156 million; each of which were 15, 16.5 and 15.7 times their respective balances at inception. The Bank had achieved cumulative operating profits before provision of RMB4 billion since inception (whereas 1,187 million was made in 2008, an increase of 44.8% compared to that of the previous year), and paid RMB1.5 billion in taxes cumulatively; having achieved considerable comprehensive competitiveness for the future.
Since the bank was established, it has successively carried out many major reforms; i.e. the management structure, the operations mechanism, the performance evaluation mechanism and the human resources policy. Its operating results have risen steadily that all main business indicators have increased more than 30% annually. Its corporate governance has constantly improved and all governing organizations units are sound with clear responsibilities and effective operations. Cooperation between the Bank and the foreign investor has been developed healthily; innovating the success model of "attracting capital, talents and technology with wholehearted and united cooperation". The abilities of innovation and service ability have been raised constantly. "Yinqi Family", a product brand, was awarded the first "Top-Ten Specialized Products Prize of the Local Finance in China" in the First Competition organized by China Banking Association, and the HQ’s Banking Department was awarded the title of "2008 China Banking Civilized Model Service Unit". The risk management and control ability has been strengthened steadily, reinstalling and reinventing the risk management organization, processes and technology achieving full coverage. The IT construction has achieved breakthrough development, that a first-class comprehensive core banking system in the country, taking two years to develop, was put into on-line operation fully. The staff teams have improved in quality in number with sufficient reserved talents resulting in its ever rising core competitiveness.
