North Pacific Bank, Ltd. is a regional bank based in Hokkaido, the northernmost of the Japan's four main islands. The bank was established in 1917 and changed its name from the Hokuyo Sogo Bank when it changed from a "sogo" (mutual loans and savings) bank to an ordinary bank in February 1989. The bank offers a wide range of banking services through two hundred and thirty branches and offices in Hokkaido and one in Tokyo. It took over the operations in Hokkaido with one hundred and nine branches from the bankrupt Hokkaido Takushoku Bank, Ltd. in November 1998. Loan interest income accounted for 68% of fiscal 1999 revenues; other interest income, 15% and non-interest income, 17%. The bank has eight consolidated subsidiaries, all based in Hokkaido, Japan.
株式会社北洋銀行(ほくようぎんこう、英称:North Pacific Bank, Ltd.)は、北海道札幌市に本店を置く第二地方銀行。
資金量・預金量は道内銀行で最大、かつ第二地方銀行で最大の資金量でもあり、総資産では地方銀行6位である。[1]金融再編の激動をくぐり抜けてきた当行は、平成以降を、「相互銀行から普通銀行への転換」を第一の創業、「拓銀(北海道拓殖銀行)の道内事業譲受」を第二の創業、そして「札銀(札幌銀行)との合併」を第三の創業と位置づけている。
頭取は、拓銀からの事業譲受前から通算して4代続けて日本銀行出身者が務めている。その中でも、現在の横内龍三頭取は、日銀退職後に弁護士事務所入りしてから、当行監査役を経て、副頭取から昇格したという経歴を持つ。
なお、北海道銀行は大蔵省出身者(ただし、現在の堰八義博頭取はプロパー)、札幌銀行は拓銀出身者(札銀最後の頭取で2010年6月まで札幌北洋HD副社長でもあった、当行副会長を現在務める吉野次郎のみプロパー)が頭取を務めていた経緯があることから、日銀出身の頭取起用は北海道内では異色といえる(詳細は、北海道拓殖銀行を参照)。
